My two male cats who have an age difference used to fight all the time, and now they are cuddling and will play together! What worked for me was separating them when the fight got too intense, and when one didn't want to play I kept the other one away from him. Also, the younger on has gotten much calmer as he gets older so they've even been able to cuddle!
